The International Monetary Fund (IMF) has warned in its Global Financial Stability Report that the "circular financing" ecosystem within artificial intelligence may constitute a systemic risk. The report notes that over the past three years, approximately $300 billion in deals have been struck between hyperscalers and "weaker AI firms," supplemented by $650 billion in debt, in exchange for $1.4 trillion in future commitments. This structure makes demand appear more certain than it ultimately proves to be, potentially triggering a market correction if AI monetization falls short of expectations.

Athanasios Vamvakidis, Deputy Director of the IMF's Monetary and Capital Markets Department, acknowledged that an AI market correction would affect the real economy with broader implications. He emphasized that the severity depends on the unfolding scenario: if earnings disappoint leading to unrealized investment plans, or if higher yields erode corporate profits, a correction could be triggered. Furthermore, global exposure to US assets, particularly in the AI sector, is at historic highs, meaning volatility in the US market will quickly transmit globally through wealth effects.

Jason Wu, Assistant Director in the Global Markets Analysis Division, elaborated on the uniqueness of this circular financing: it involves future revenue commitments, creating a "triple whammy" risk channel. If questions arise about AI monetization, equity values will deplete, debt servicing becomes difficult, and future revenue commitments may not materialize. Wu noted that while this interdependent structure currently functions as a positive feedback loop, it could turn into a negative feedback loop if funders slow down or revenue promises fail, posing significant risks to the market.

How it got here

What is still unsettled
