The US Treasury on Wednesday issued its first penalty under the Outbound Investment Security Programme, fining Amidi, LLC $200,000.
Amidi, the parent of Plug and Play Tech Centre, failed to notify regulators about a roughly $92,478 investment made by its Chinese subsidiary in Shanghai Qiongche Intelligent Technology (Noematrix) in April 2025.
The fine exceeds twice the investment amount. This case marks the transition from rule-making to active enforcement for US investments in Chinese AI, semiconductor, and quantum computing sectors, which have been subject to reporting requirements since January 2025.
