According to a Semafor report on September 30, the idea for the "White House Accord on Super Intelligence" signed by President Trump and the AI industry came from a conversation between Meta CEO Mark Zuckerberg and House Speaker Mike Johnson at last week's state dinner for China's leader.
Per the report, Zuckerberg circulated a draft ahead of Tuesday's meeting, and NVIDIA CEO Jensen Huang helped gather support among guests from OpenAI, Anthropic, xAI and others before Trump released the document. At just over 300 words, the accord commits to "robust internal controls" and outside audits but spells out no concrete safety mechanisms and carries no penalties.
