A vendor position signal, not a policy change; whether the mechanism materializes depends on official talks.

Sasha Baker, OpenAI's head of national security policy, said she is "cautiously optimistic" about reports that Washington and Beijing are discussing an AI safety notification system, calling it "a starting place, not the ending place. But it's substantive and real."
She spoke at Semafor's Next 3 Billion event on September 22, saying the US and China must find common ground as home to the world's leading AI labs, while every country deserves a voice on advanced AI.
The same day, President Trump rejected international oversight of AI as a "globalist scheme"; Sam Altman is set to tell the UN Security Council on Wednesday about internationalizing standards discussions. No official text of the proposed mechanism exists yet.
